Selective licensing hits Southend

Following on from a public consultation, a Selective Licensing scheme for a number of private rented properties in the Southend area has been approved by Southend Borough Council.  Specifically, the scheme has been agreed to cover families living in private rented homes within the Milton, Kursaal, Victoria and Chalkwell wards.  The aim is to regulate conditions, management, and occupation of certain properties.

Pricing and application process

In the above-mentioned areas, landlords will need a licence for each property they rent out or risk severe unlimited penalties if they fail to obtain one.  We’ve been advised by the Local Authority that the cost of a licence will be £688 per property, for the full five-year period of the license.  We have also asked whether discounts will become available for owners of multiple properties.  To date, no firm details have been announced on possible reductions, but we understand this is being considered and we will share further information with you as soon as it becomes available.

At the time of writing, we have also been informed that the Council will be implementing an electronic system for the application and issuing of licences, but this is not currently in operation.
